Dr. Kosterman, special consultant to the National Guard’s Counterdrug program, founder of The Change Consortium, and President of Jkosterman Associates, holds a doctorate in Educational Leadership and Addiction Studies from Seattle University. She has more than a decade of experience in developing, implementing, coordinating and evaluating local, state and national programs specific to the prevention, education, intervention and treatment of substance abuse and related issues including workforce development, education, criminal justice and healthcare.

Her breadth of experience and education ultimately led her to influential positions in the nation’s capital. As the Director of the National Center for the Advancement of Prevention (NCAP), she directed the work of the National Registry of Effective Prevention Programs (NREPP) and led the effort to bridge the gap between substance abuse prevention research and its practical application in the real lives of Americans. Prior to NCAP, Dr. Kosterman served in the White House Office of National Drug Control Policy (ONDCP) under then US Drug Czar, Gen. Barry McCaffrey (USA ret.).
